Basically have Netflix or YouTube in PIP while using Gamestream or Moonlight?

Nope - PIP doesn't work with 2 videos playing (a game going on would be considered video content in this situation). Android TV's PIP only allows for video playing up in the corner, and navigation of menus on the main screen. Once video content starts playing on the main screen - it closes out the corner window.
