I hate the dish Network ui and I saw that the Xbox one has an HDMI in for live TV and has it's own channel guide to use. Is there a way to do this for android devices that use Android TV?

Although it doesn't go through Google Live Channels, there are streaming cable services that are on AndroidTV.
There is Dish Network's Sling TV, Sony's PS Vue, AT&T's Direct TV Now. I believe Hulu's Live TV is on AndroidTV and Google's TV is up and running in many locations.
It isn't exactly what you asked for, but many have OTA channels and DVR. Also can be a lot cheaper than cable and satellite.
If you have the Hopper 3 you can also use the Dish anywhere app. It has a different UI than the Hopper. Don't know if you would like it more or less.
AFAIK, there really isn't an Android TV device with an HDMI passthrough like that. The Skipr is supposed to be able to do this, but so far it's vaporware. I don't believe Dish supports CableCARD, so that's not an option either.
