If you're not concerned with 4K or the latest software updates, the MiBox is fine. If you want to be current and/or 4K is a priority for you, get the Shield.
The mi box is cool, there's only one international version.
I'm in the same boat looking for an Android TV box for my parents. I have a Mi Box and I like it (upgrading to Shield for Christmas), but I don't know if my wife will be willing to spend that much on them for a Christmas present. It's a choice, but they just need something simple, doesn't need to be 4K capable. Something that can handle a decent build of KODI. Is there anything out there on par with Mi Box quality wise with a somewhat smaller price?

For streaming Mi Box is best because of the price. If you want gaming too than you need you need more power and have to pay $200+ for it.
I will say that if you're into gaming than I'd get a dedicated gaming console like PS4 or Xbone.
Absolutely the Shield TV if you can afford it, Mi Box if you can't.
