Correct. You can only add audio-only Chromecast devices (CC Audio, Cast enabled speakers, Google Home) into multi-room groups. Chromecast and Android TV are video. Been this way since the Chromecast Audio came out and I wonder if Google will ever add support for all Google Cast devices.
It's just hard to sync up audio with multiple speakers. Toss in video and the threshold of how out of sync it can get is shrunken down even further.
