Unless there is a very custom app, I'm going to say no. There's no built in way. At best there may be some intent you could call with Tasker, but I'm not sure how you would turn that into a launcher shortcut.
When I install the Boot at Startup app it appears for me? And you can disable the Boot at Startup after and it stays I think
