Chrome on Android and Mac have casting built-in for videos in the proper format. Are you running the newest versions of Windows and Chrome? Try different videos to see if the cast icon shows itself.
On Windows you can only cast the whole tab if the website doesn't implement actual support for Google Cast. You can cast the tab and then put the video in fullscreen mode, it won't actually go fullscreen but occupy the area of that tab and you can keep using the PC normally.
