i recently got a philips smart tv (2017 model), and turning down brightness does not seem to affect the brightness of the ui, so opening youtube and such is almost blinding me at night.

I'd try adjusting your TV's energy saver function.
You’re thinking more of Backlight than Brightness. Simply turn on an energy saving feature on your TV or some feature that adjusts the TVs backlight based on the surrounding light. As a last resort, just turn it down manually.
