1.3.11 is the last non-HTML5 web wrapper version.
You just need to turn off Auto-Updates in the Store. Unfortunately this means you will need to check it occasionally to manually kick off updates for your other apps.
If you resign it, and force install it, that should prevent further updates. But I'd suggest just shutting off auto updates and calling it a day.
Not sure if it's possible to do. Youtube is one that'll crash if the signature doesn't match Google's so the normal method of just signing the APK with your own key won't work (plus since it's a system app you'd need to also have it be seen as a different app unless you're rooted as you can't uninstall the original). If it's possible to somehow edit the version number it reports to the system or change the package name without changing the signature maybe, but I'd think both of those wouldn't be changeable without for security reasons
