It goes into standby mode so that it can turn on quicker. Same as your TV.
If you want to completely shut it down, you have to manually do that. Then when you're ready to use it again, do a cold boot and wait for it to be back up and running.

It suspends. Lower power state. It's made to do this so I wouldn't worry about it being on and frying something. Just plug it in to a good surge protector.
