Does anyone know if there is a way to turn a mini pc into an Android box? Specifically want to use a Zotan zbox.

google keeping android tv closed is killing android tv... if they keep open like AOSP anyone could build its own box and devs whould have incentive to build apps
The box you mentioned uses a 64 bit desktop CPU and would have to emulate Android TV in order to work, whilst it's somewhat possible to emulate Android the lack of hardware acceleration and difficulties regarding DRM would make properly emulating Android TV incredibly difficult.
If you're looking for turning your zbox into a media centre then I'd recommend Kodi or it's Ubuntu fork Kodibuntu, it's highly flexible and is able to provide a very professional looking interface.
Just get a Shield or other off the shelf android TV box and be done with it. It's a waste of time trying to get around restrictions placed by Google.
There are unofficial builds of Android TV for Raspberry Pi and x86 PC. It sounds like DRM and Youtube app doesn't work but Kodi and Plex do. But there are plenty of other options for running those.
The closest I've seen for DIY Android TV are the unofficial Android TV ROM's on the AMLogic S9xx devices. Plenty of image on Websites like Freaktab.
Some like WeTek, the MINIX U9 and the certain MECOOL devices even have direct install of ATV Apps from the Playstore and proper DRM & HDCP for 1080p Netflix, HBO & other copy protected video streaming Apps.
Only thing missing is Android TV - Chromecasting because you need Keys from Google that come with an legit Android TV licence. Google keeps tight control of that.
I’m looking for something to run terrarium.tv
You can install an Android emulator. But then it'll be running Android and not the Android TV operating system.
