Buy the TV with the best picture quality in your budget and then add a Chromecast.
If you hard wire the mi box with an Ethernet adapter you will get the same performance.
I own both and the shield is definitely faster but the mi box is a great value because it does the same thing at 90% the performance for a fraction of the price.
I happily use my Nexus Player for casting Chrome Tabs. Was discussing plans with my fiancee last night in the lounge doing exactly this.
However, if I were in your shoes financially, I'd go with a Chromecast.
