I got the shield with a gamepad for this much 2 years back, so this is not the lowest ever.
About time they sold a cheaper bundle that just has the remote. Bit more cost competitive now.

Hmm this one doesn't come with the controller. If I have a wireless 360 dongle (+4 pads) should I not bother with the Nvidia controller, are the 360pads fully supported?

This kind of should be the permanent price. It still has the same internals as the old shield.
