No app is going to do this by default. However it may be possible to do this with something like Tinycam monitor with its background monitoring function.
There was a door cam on producthunt the other day that sort of did this for iphone, maybe see if they have an android app or ask them for an android TV version.
That would be great. I remember setting up a system using an X10 camera, motion sensor, and IR blaster... Years ago. Someone comes up the driveway, boom, PIP video. I'll admit this was so that I'd know when my parents came home.
Automatically opening in PiP no matter what app you're currently in would be a nice trick.
