I have a Shield TV and harmony hub and am wondering if it's a good idea to pick up the echo dot that's on sale for $29.

Yes that's exactly my setup. Use the Harmony skill from the Alexa.Amazon.com website.
If the shield is all you have it may be overkill the controls don't go very deep
What are you trying to do? Google Assistant on the Shield may be able to do it
The Google Home will actually work with the Shield TV.
