There are now two ways to get to it on O. The actual app icon and also 'Get More Apps' (or something similar) from the top of the new 'all apps' menu.
Are neither working for you?

What seemed to work on the Shield was to stop the app, clear the app cache, remove all the Play Store updates (just for the Play Store app, not all the other apps), effectively returning it (Play Store) to stock. Then, once you let it update again, it works ok. Just did mine yesterday.
