Sounds like you unfortunately got an Android OS device rather than an AndroidTV OS device.
If you can return it than look at Mi Box, Shield, or even the supported but discontinued Nexus player.
Unfortunately, the Android TV version of Netflix is only available on specific devices that Netflix blesses. You won't get it to run on a Pi or a Rock64 or any other device board without some significant hackery, and maybe not even then.
