The best ones are smart. Trying to get a dumb but good tv is a fools errand. Just don't use the smart functionality if you don't like it/want it.

Pretty much all modern TVs are going to have some element of smart functionality nowadays, there are however plenty of sites that enthusiasts use to recommend TVs purely on picture quality alone. I found this list pretty recently that I'm planning on using for my next purchase.

If for example you need 4K HDR YouTube support you actually need to buy something like a LG Smart TV because none of the Android TV media players support HDR YouTube.

Non smart TVs are usually crap these days because they are low end models with cheaper panels. Just buy the best TV you can afford according to reviews, preferably by reputable sites like rtings.
