Hi, I managed to pair NS joy cons with my Mi Box, and its barely usable. Button presses are extremely laggy. Does anyone know how to fix it? Was kinda hoping i didnt need to buy another bluetooth game controller to play games on RetroArch.

This is a known issue with Joycons... It has to do with how you connect it. You need to do it as something other then a controller. It seems the joycon doesn't talk enough to the phone which causes lag. My gamesir connects as a media device not a controller and I find no lag when playing.
Not just the joycons, but the pro controller as well. If you have it, you can try USB bt Joy gold app and see if you can configure the driver for the joycon or pro controller but this app has been out of support and dropped entirely, so may or may not work.
idk i use a xiaomi gamepad it works fine
Make sure your TV is set to game mode.
Not with Joy Cons. Pairing with Android in general will have massive latency issues. Nintendo themselves will need to either update the Joy Con's firmware to be Android friendly and/or provide a driver.
