What streaming box are you using? It might not be compatible or able to output 4k content
I think this is fairly common. I've seen reports on TVs in the past where it's a 4k tv, but the AndroidTV OS runs at 1080p. This might be the case with your TV as well.
Edit: and a quick Google search for "Philips AndroidTV 4k 1080p" says just this. The AndroidTV part runs at 1080p. Want 4k? You'll need to use an external device.
It did the same on my last Philips'TV, it's because it didn't support the VP9 codec, make sure yours does support his codec .
Which Philips Android TV you have? I have no issue playing 4k YouTube. Please also note that no 4k android tv can play YouTube anymore unless they implement vp9. What video are you trying to play?
