You will see content as 4k but the viewport as 1920x1080*2 which means the 4k content is being displayed as 1080p.
That's not actually true. Viewport refers to the resolution that the UI is being rendered at on top of the video. The UI can be rendered at 1080p while the video is still playing in 4K.

If the video is playing at 4K on a 4K TV with 1:1 pixel mapping you should be able to discern the individual black and white lines in the 100% section of that video. If they're blurry or grey then it's playing at less than 4K or your TV isn't set to 1:1 pixel mapping.
