Does Amazon Fire TV run Android TV OS? Can you use Google Cast function with that?

No, it runs standard android with a skin, no Cast features. That said, this may be unpopular here but the Fire TV is better supported for under $150 and is better for normal use. The only real $100 Android TV, MiBox, has horrible software support and unless cast is a requirement, your money is better spent on a FireTv.

FireTV/Firestick devices run ' Fire OS ' which is a modded version of Android at its core.

Their current Fire OS 5.0 edition (my bad, 6.0 is out now) is based on thee olde Android 5.0 Lollipop: I guess you really do get what you pay for with their cheapo devices..?
