Yes, but with great difficulty. No, impossible. Requires root admin access.
You got scrooged for intentionally buying this odd duck of a device which is exclusively designed for Chinese speakers inside China.
Currently Mibox4 only supported by AOSP, not AndroidTV and could not been work with Playstore
It doesn't use AndroidTV. You would have better luck in an Android Boxes sub.
