Want to confirm that launchers like TVLauncher and HAL launcher cannot be the default home launcher correct? So in order for me to see my sideloaded apps, I will need to manually launch the launcher and open the sidelaoded apps?

HAL launcher has an option to include it in the 'recommended' section of home screen, so it's one click to access it after a reboot. It places the shortcut in top row of home screen
Yes they can be but you need another app for it to work. It’s called “Disable Application.” Might have to sideload it. Once app is open search for leanback launcher and disable it. Its the one with “com.google.android.leanbacklauncher” in it. Once u exit it should ask witch launcher u want to use instead of the default. Hope this helps.
Google stupidly took that option away from all devices when they should allow that option for external devices (at least put it in a hidden menu).
Not a direct answer to your question but you can use appcloner or tvapprepo to create a shortcut that will appear in the default launcher
