I have shield and a set of speakers connected via optical. I disabled HDMI voice control so sheild controls the volume and I can tell ga to set volume. Earlier I had an HDMI connected he theatre so had to use Harmony
Mi Box + HDHomerun + Kodi. Works fine for me.
It works on my MiBox with only one of my HDMI cables... But it does work for me. I can say OK Google raise the volume on Mibox and it does. OK Google mute mibox works as well.
Google Assistant does it on the Shield. Raise volume on the Shield. Lower volume on the Shield. No need for a fractured protocol like CEC to be involved.
