I have a Nvidia Shield and I don't live in the US. The only thing I can't use is Geforce NOW... Actually in fact you can use it, but the response time is laggy as hell. Other than this, I can use pretty much everything.
I have Nvidia shield and live in Japan. Works totally fine, Geforce Now, has slighly lag, but still comfortable to play. Very glad i order it from the US
UK here, major feature I noticed missing is Google Assistant.
I also got a USA one off Amazon and I live in Australia. Best 4K HDR streaming box period. Super smooth never buffers, lags or stutters. I watch Live HD NHL games from Canada. Do your self a favour and just buy one. You'll never regret it. I had a nexus player before and loved that puck, but this is in a completely different universe.
If you don't plan to play video games with it, then the mi box 3 is the best for $.
I live in Canada, and the Shield TV works just fine for me. HBO Now doesn’t work since it is a US Only streaming service but since this is an Android Box in essence, you can get mobile VPN apps on it so some limited features can work.
Other than that, this is probably the best streaming box you can buy. However, if you happen to have a 2015+ Model 4K TV from the likes of Samsung/Sony/LG... then you probably don’t need it for the streaming services and video quality.
Just take in note that it is an Android device; you can do anything with it that you could do on an Android phone with the added capabilities of Nvidia Tegra K1 which is amazing. This is probably what makes it the best deal.
