Nvidia Shield is perfectly capable of running OpenVPN. If all you want to do is go around geoblocks, then Windscribe has dedicated servers for that: https://stacksocial.com/sales/windscribe-vpn . And it's a cheap OpenVPN service either way.
PPTP is obsolete and insecure, are you sure you want to use it?
