I'm baffled as to why people are downvoting you when you have a legitimate issue...
Do other streaming services work fine, both from the Shield and other devices? If so, clear the app data and sign in again and see if that works.
Call support for the best support or do live chat for a 50/50 shot. I use Vue too and generally it's IP issues that screws things up, but usually wrong states and not out of country issues.
