You might need to turn on/off overscan on the TV as well.

There is a setting in upcoming Oreo that deals with 'screen position'
You should check this on tv (pc mode, or game mode or some other setting depends on your tv -> check the manual)
If your tv zooms in, and you manage to compensate that on the box by zooming out, you may end up with terrible image quality.
What do you mean by "overscan?"
Why not just cast terrarium from your phone?
screen>screen position>zoom out?
