Look around town or classifieds ads there are usually people that do vhs > digital transfers for fairly cheap. It'd be worth just having someone else do it to be honest.
You could use just about any PC to do this, capturing 480i in realtime has been practical for 20 years. The Hauppauge USB-live2 is a great USB 2.0 device that takes component and s-video in for about $60. Using an android device of any type to do this makes no sense.
You need additional hardware to do this.
One way people who aren't tech-savvy do it is buying a used combo dvd and vcr player.
You hit play on the vhs and hit record on the dvd. Once it's done, you rip the DVD with your computer and turn it into a digital file.
Once you're done, you can usually sell the combo back on ebay for what you paid for it.
Better to use your computer to digitalize tapes (capture card and VCR) or use a third party service. I believe Walmart do it (photo department), or at least use to do it, but I'm sure there are others too.
Androidtv isn't meant to be a computer.
