Is there a remote that will allow me to actually program the volume buttons to my TV?

A lot of programmable buttons on this remote. I've programmed it for several tv buttons (volume included) as well as soundbar.

Only complaint is the voice search is hit or miss but still a great remote.

I’ve bought a few of these android tv remotes and it seems like they only control the volume of the system?

And why is this a problem? Do you use your TV and Sound system through ARC? My guess is, you are not. If you are using it through the ARC HDMI connection, when you change the System volume it will actually changes the Soundbar's volume. So the two are connected, and you need only one remote to control both the tv and the sound bar. Technically, you are only controlling the TV, and the TV controls the Soundbar.
