I have this same issue with my Philips TV, it seem to happen with videos that are 60 FPS, the only work around I have found is to select the video quality and bump it down to a non HD resolution or you can cast is from a mobile device which I believe keeps the resolution but lowers the frame rate to 30fps.
Also uninstalling YouTube updates and running the vanilla version that came with the TV works too.
none of the above is ideal but it's all I've found so far.

This was fixed in the latest updates on my TV. Have you installed them?
Another Philips Ambilight purchaser here checking in - having this exact same issue and it's absolutely infuriating me.
It resets when you turn it off for a bit and then back on again but I've had it recently where the backlight in that bottom half of the screen strobes erratically even when the picture goes back to normal after a reset so I think something is becoming damaged. Sometimes the bottom half is noise and some times it's a glitchy frame from the video. Not really had much success getting any assistance from Philips yet - anyone else? Anecdotally it would seem to be a fault with this line of Philips equipment. What models are you on, I'm using 55PUS6401.

Just got a reply from Philips Poland that they are aware of the issue and a fix should be implemented with the new update. Guess our tickets didn't end up in the shreder. Cheers!
