Unfortunately if you use the app mouse toggle you cant disable that in accessibility without disabling the app. I had the same issue with everything else turned off but mouse toggle on, soon as I turned it off the volume bar disappears within a couple of seconds. Sadly I need my mouse toggle, so I'll have to put up with this until a fix comes about.
It's an Android problem. I've had this issue on my phones in the past depending on which apps had accessibility permissions.
My shields do the same thing. Annoying
