Yes, it's another bug with Oreo, and it has been added to the overall bug list to be fixed in a future update.
Edit:
A couple other issues you may run into with Netflix is the following:
Audio/video de-sync.
Frame drops/stuttering.
Video freezes for a couple seconds while audio continues, video will then resume by itself by "fast-forwarding" to the current scene.
