I have a Harmony Elite and Hub. It's pretty terrible, I would highly recommend not getting one.
I Use Chunghop RM-l987e IR-remote, it's pretty cool, but he also has small shortcomings
If the apple tv has ir and you have a 2015 shield, a simple harmony 650 is perfect. Can get a refurb for like $30 on Amazon.
Customizable enough you can make macros to launch apps to so that you can have a Netflix button or what have you.
The harmony hub is supposed to work with the nvidia shield using bluetooth
Logitech harmony 965 + harmony hub. The 965 is an IR programmable remote and the hub is and IR emitter controllable by wifi using an app in your smartphone and also by google home.
If you need rf then the rm broadlink pro is about it. Everything you listed is generally ir controlled so a harmony hub may suite your needs better though it doesn't do rf. Btw any remote sold with the hub can be added at any time so i would start with the harmony companion and its usaully found cheaper than the hub alone.
Harmony hub with the basic remote. You can also get little it extenders if your stuff is hiding in cabinets. Works wonderfully
