I plan on using this for 4K gaming, and Chromecast Ultra replacement. Is Nvidia GameStream and Steam Link App all I need to accomplish 4K gaming? No other apps needed?

Can this be used a plex server if I add external storage via USB? Also, is the onboard 16 gb enough for on-demand transcoding? It would only be used for transcoding & viewing 1080p or 720p content.
