Can somebody confirm Mi Box's Wi-Fi channel 13 not working?

assuming 2.4ghz, you'd be surprised, but most of the time a standard busy channel works better than a non-standard free channel
I suggest leaving your router channel selection on automatic and see where it puts you during different times of the day, then do a selection manually for the best channel. I've learnt to just leave it on automatic. gained 15mbps just with that.
