Anyone else had this issue. Since updating to Oreo or whatever the latest update is, the Amazon prime app skips audio every 20 seconds or so.
Nothing else affected, plex, games and youtube all fine. Just Amazon since the update.

No problem for me
I've seen it too.
New Prime Video update (v4.7.17) was UL'd on the 24th, should be approved & go public on the Play Store any time now.
Popping my head in here that it's happening to me as well, I've even tried clearing cache and data in hopes that might fix it. It's starting to drive me nuts. Amazon can't seem to develop software to save their lives.
Did you resolve this?
I just set up a new shield and the audio starts to crackle and pop for everything AFTER I open Prime video. I'm not getting the skipping though.
Only a restart fixes audio it at that point.
Ok, I finally found out what's going on!
Basically some ISPs have issues with the amazon prime stream. I don't know if it's throttling, some latency issues, or related to the app itself, but it forces the stream to keep changing between audio streams (be it DD+, DD or something else, I'm unsure). Now every time this happens your receiver has to switch to the new type of audio being received and thus causes the stutter. For some reasons maybe related to the actual app it cannot keep its audio stream consistent so you get the stutter every 20 seconds or so.
I first tried using PIA VPN to check this, but now Prime video is blocking every single IP from PIA. So I decided to use my university VPN to check it. And Voila no more stuttering!
It may justify why some people have this issue and others don't. It does seem to be a Amazon server side issue, a very specific app issue, or a ISP somehow throttling/manipulating your connection with Amazon specifically. Anyways by using an accepted VPN it fixes this problem.
I don't really know why this happens though, my ISP supposedly does not throttle, and I have a gigabit fiber connection. Any other streaming service works flawlessly and I can download files at near gigabit speeds (50-90 MB/s). FTP and Torrents also work fine with my ISP. So it's really weird.
TLDR: Connection issue between Prime (app or server) and your ISP. SOLUTION: A VPN that's not blocked by Amazon Prime fix the intermittent audio.
High chance of being an app issue that doesn't work well with some ISPs since the app on other devices can work fine.
Possible solution: Try using WiFi.
Happens only if the audio played is DD+.
