We are in 2018, running Android 7 on a tv box but you can't change the wallpaper or just open a photo because there is no gallery app.

Considering their entire idea is a fluid color changing background based upon whatever is currently high lighted, no... You can't change wallpaper. As for a gallery. There's probably a third party one available. I can't say I've looked so I have none to recommend.
‘‘Tis a complicated issue. The Os doesn’t have multiple user account system and I means setting up a single tv give everyone access to the tv. I have an Apple TV and don’t feel the urge to use the photos app there. I don’t want someone else scrolling my entire gallery when I’m not home.
On a shared computer you can setup multiple accounts. It’s not the same for android or Apple TV. I feel even more sketchy to sign in to my google account on tv.
