Possibly there is an Android Studio for AndroidTV, or a version for genymotion, but no it won't run in VMware AFAIK.
Also I can't possibly imagine Kodi sucking more than an AndroidTV in a VM!
Running Android TV in VM is probably a dead end as most Android VM projects with hardware acceleration support focus on running Android games. You can try Android TV for PC ( https://github.com/ric96/atvx86 ) if you have an old PC lying around.
Are you thinking about an alternative to the shield to save you from buying a second one, or because you want an app/environment that isn't available on the shield?
The reason I ask is that if you are looking to save some cash (but can buy if need be), it will be easier to buy another device.
Kodi isn't made for the average person and because of that, it can never be a commercial success on a large consumer scale (especially if pirating add-ons were to be removed). However, it is the only alternative I can think of. That said, something similar but easier and polished would be best found on AndroidTV, Roku, AppleTV or FireTV (depending on what you need). You know that though.
Just buy a firetv stick for $20 on sale. Or any number of alternatives for not much more. Running Android TV in a VM is going to cause no end of headaches.
But...why?
