Can Android Oreo shrink tv picture?

There is different recommended watching distance for SD and HD content. My distance 8.8 feet for 65 inch tv is ideal for HD content but wrong for SD content. I thought that solution would be simple - shrink image for SD content (I mean mostly some older things in over the air broadcast). But I found no such setting on my Android tv and it seems that there is currently no solution to this problem. I run Android Nougat and as I have 2018 model of Philips tv, there is a chance that I will get Oreo or even Pie update. Does newer Android allow zooming out picture?

You can zoom video to any scale larger than 25% with MX Player Pro. Click the 3 dots at the upper-right corner when playing a video with MX Player Pro, select Display -> Video Zoom -> Custom, then use your remote to shrink or enlarge the video. Minimum scale is 25% of the actual video resolution.

You could probably adjust the screen size temporarily using ADB, but you're gonna need to do some research
