Reseat your HDMI cable on both ends, if that doesn't fix it, swap out a new cable to test the end result.

If that doesn't fix it, it's the TV itself; a board or port going bad.

Change the resolution manually to 1080p, if that doesn't work, replace the HDMI cable. Even so much as a color depth change can cause artifacting with a finnicky HDMI cable

It's a bad HDMI cable. Like many others have said, go buy a new one.

I made this same mistake for close to a month, thinking my Shield TV or my TV was dying. Swapped it with another device and it's been running strong for close to a year.

My symptoms started off the exact same as yours. Next step will be video totally cutting out.

Mine shows a strange resolutions and the screen is flickering for about 10 second (using a projector) It's not a HDMI cable problem because it's working fine with Apple TV 4. MIBOX3 Android 8 Oreo.

Do you have one of those LCD Plasmas? Did you try using any other media to see if the dots still appear?

I am late late late to this... I had the same thing happening when I got my PS4 Pro, I'd have those white dots. It had to do with the HDR settings on the PS4 clashing w/ my TV.

This is probably a 2 on the Helpfulness scale, but it should give you a direction to venture toward.

Is your TV a DLP? If so, could be a DMD chip... They can look like that when going bad.
