happened with me few days ago. Did the factory reset still problem wasnt resolved. Then suddenly after couple of days mi box asked me the permission again to record voice(which i remember doing earlier as well). After allowing it..it is detecting my voice both in google app and youtube. I dont know what i did that made it work, maybe coz i updated all google apps from playstore. You can try if it works for you.
Have you tried factory resetting the device?
