I don't think whoever implented picture-in-picture really understood the concept or purpose of it.
I tried with Live Channels and got it to show on home, but opening any other app would close pip.
I like it how it is, allows me to browse stuff to play next as the credits are rolling 👍
Plex has the same PiP functionality as YouTube. It's so you can continue watching your video while running other apps on your phone.
If I understand you correctly you want Plex to only able to play two different instances of video on the same client at the same time
So you can use another app entirely.
