I have a shield with storage mounted. In live channels, I select a program hit the middle button then up. I can see the pause, forward, back all that. I can use time shift. Shouldn't there be a red icon I can click to record on that bar?

I'm glad you found a solution that works for you. Just note, that it works with the app installed, too, so not sure why you had a conflict, but things happen. Again, I'm glad you got it working the way you like.
Go into settings in live channels app and turn on time shifting. This will turn on the record button for network tuners. Other services decide if you can record or not. HDHomerun, Pluto, as examples, do not let you time shift.
