No Oreo is awesome, it's what made me start using my Mi Box again over my built in Roku 4K TV interface.
Instead of charging a fixed fee, your friend could release it on github with a donate button. I would gladly donate to him and I'm sure lots of others users too, if we could rollback to Android 6.0 without hard brick risk or losind DRM keys.
I think your friend would make more money charging $5 than $15. That is if it could be sold in Google Play.
If it requires a computer or alternate distributions, than $15 or even $20 might be good to recoup the costs of not being paid for many reasons. IMO.
The internet can be an unkind, unethical place for developers. Especially for a niche, one time market. But I'm a bit of a pessimist.
