Can anyone tell me why I'm having an impossible time direct playing this file through plex/kodi on the mi box?

VC-1 is an old and annoying video compression format to support, it's originates from early Microsoft days when they tried to monopolise Bluray video compression codecs.
The only cheap media players that support and play it properly and the AMLogic S9xx ones running LibreELEC Kodi Krypton. You could use the PlexKodiconnect Addon on such LE boxes if you want to stay with Plex and direct play.
It's one of the reasons the Android TV / LibreELEC - dual boot MECOOL device are pretty popular. Run LE on one of those and they handle any video content, far better than Android.
Android Kodi and a whole bunch of other Android media software will not play VC-1 properly on AMLogic devices like the Mi Box.
