What country are you in?

In the US, TCL TVs have Roku built in, not Android TV.

If your TV is running Android TV and thus has Google Cast aka Chromecast Built-in then the devices simply need to be on the same subnet to see each other.

Problems could be one of the following:

  1. You don't actually have the Android TV OS on your TV. In which case, you'd be left with maybe Netflix and YouTube available to cast via the old DIAL protocol that was developed by Netflix and YouTube.
  2. Your TV and phone are on different subnets. Maybe one device is being assigned an IP by one router and your phone is connected via wifi to a router that's giving it another IP with a different mask. Choose one router to handle assigning IP addresses, and the other one should be set to acting as an access point.
  3. You have something like AP isolation turned on that prevents devices on the network from seeing other devices. Dive into your router's settings and disable this feature.
  4. Your router can't handle the volume of mDNS packets that is being flooded on the network. Try rebooting your router.

I know for a while my TV didn’t show up in the app, but I was allowed to cast from a supported app. Then one day it changed.

If it is a official Android TV model, just go to settings and apps, then Uninstall chromecast built in.. If it shows up, it's fine, else factory reset your tv
