This is the third time I am having to clear the chrome cast data sitting on 3.8gb. I've now disabled it hoping this will solve the issue.

Probably garbage collection caused by errant side-loaded apps.
Try a full system reset.
Try clearing your storage cache.
Is it possible to use a USB flash drive as "internal" storage on the Mi Box 3. It works fine.
Same thing happen to my mi box 3 too.
