Do heavy emulators like PPSSPP work well on the mi box. Or should one go for the shield TV for such needs?

You can play 2D or less 3D-intensive and slow-paced PSP games, like RPG/strategy games, on Mi Box just fine. Persona 3 works very well in my test. But when I tried "God of War: Ghost of Sparta", it basically runs in slow-motion even after I turned render resolution down to 1x (default is 2x) and used frameskipping.
So if you intend to play a lot of 3D-intensive action/platform games with PPSSPP, you probably have to go with Shield TV. Or maybe the new Fire TV 4K stick if your budget is ~$50. I heard it has a pretty powerful chip for that price.

If you want a smooth reliable experience, get a shield
