Android TV devices such as Mi Box and Shield TV both do this flawlessly with apps like Kodi, VLC, Plex, etc.

And what type of TV used ?

They aren't dongles but the Plex and Kodi work great for this on any Android TV device. If you want a small form factor, buy a Chromecast and have another device act as a Plex server. PC, laptop, NAS, router, Rasp Pi.
